Readiness Analysis of E-Government Implementation in Jayawijaya Regency, Papua
Abstract
The development and advancement of information technology have encouraged the government to develop an e-Government system for the sake of improving the governance of public services. Most governments in Indonesia have implemented e-government through system development, such as on government websites and information systems for public services. However, the implementation of e-government has not been evenly distributed. Jayawijaya Regency Papua is one of the governments that has started to implement e-government. However, the Jayawijaya Regency government needs to evaluate the level of readiness in implementing e-government. This study uses the ICT Readiness Assessment model to analyze the level of readiness for e-government implementation in the Jayawijaya Regency. The method used in data collection is by way of FGD with the Department of Communications and Informatics Jayawijaya Regency. The results showed that the readiness to implement e-government in Jayawijaya Regency was at level 2 with a poor category. Based on the results of the analysis, Jayawijaya Regency has not been optimal and maximal in the implementation of e-government. Then it was found that the use of the intranet network between OPDs or network infrastructure had not been used properly, the computing center and control center was not yet available, and the general application of the public service portal and the regional government administration service portal had not been implemented, the available communication system had not been used optimally, the network was not evenly distributed. access to communication at the district and village levels, lack of availability of supporting facilities and infrastructure, and lack of human resources who master information technology to support the use of SPBE general applications and existing SPBE network infrastructure.
