CROSS-SECTORAL COMMUNICATION IN PREVENTING ILLEGAL FISHING TOWARDS ENVIRONMENTALLY FRIENDLY AND HALAL FISHERY PRACTICES IN THE SPERMONDE ARCHIPELAGO (CASE STUDY ON LUMULUMU ISLAND, MAKASSAR)

Abstract

This study aims to examine in depth the urgency of cross-sectoral communication in preventing Illegal Fishing in the Waters of the Spermonde Islands. Case Study on Fishermen on Lumulumu Island, Makassar. Illegal fishing is a method of catching fish in ways that violate the laws and regulations in force in the territory of the Unitary State of the Republic of Indonesia and the international world. Illegal fishing methods have been proven to have an impact on damage to marine biota, such as damage to coral reefs and unnatural and uncontrolled fish deaths which will ultimately harm the fishermen themselves and the survival of humanity that depends on marine resources. Illegal fishing has disturbed various parties, so it requires serious handling by all related parties. This research method uses a qualitative case study approach on fishermen on Lumulumu Island, Spermonde Islands, Makassar. Data collection techniques are carried out through participant observation, in-depth interviews and documentation. Furthermore, data analysis is carried out interactively, starting from data collection, data reduction, and drawing conclusions. The results of the study showed that fishermen on Lumulumu Island, Makassar, had known the technique of catching fish by bombing fish since 1943, which they called Uba. "Uba", namely explosives (dynamite) used to blow up mountains, bridges or buildings. The use of dynamite to bomb fish was taught by the Japanese army to fishermen in order to meet the fish needs of the Japanese army. The fishermen on Lumulumu Island, Spermode Islands, fishing activities using fish bombs are carried out every day to meet their daily needs. This is because the fishermen on the island only use 2 (two) types of fishing gear, namely fish bombs and fishing rods.
